Small and medium enterprises (SMEs) make a major contribution to the Indonesian economy, both in terms of economic growth and in terms of labor absorption. However, the limitations of resources and limited access to productive resources causing SMEs to have low competitiveness. Therefore, the increase in SME competitiveness is focused on the government and the community. Utilization of Information Technology, especially the Internet, in supporting the implementation of business processes, known as e-commerce or e-business. Technology implementation, including information and communication technology, in business has been widely accepted as an important factor for company competitiveness. In fact, without information and communication technology (IT), the company is increasingly lagging behind and this applies to SMEs. Therefore the implementation of e-business for SMEs is an absolute need that needs to be done with effective stretages, so that the efforts provided will bring benefits to SMEs. This research focuses on manufacturing SMEs taking into account the largest role of the manufacturing sector for the Indonesian economy. With the research analysis unit is SME, this study seeks to find a framework that can help SMEs in implementing e-business efficiently and effectively. Based on the understanding obtained from previous studies it is known that not all business areas of SME companies and not all types of e-business applications need to be implemented by SMEs. Previous research conducted by Kartiwi (2006) has been directed to develop a framework for e-commerce adoption by SMEs. Framework developed, although it can help decision makers to conduct initial analysis in implementing e-commerce, it is still less detailed in helping direct SMEs in choosing business areas and relevant e-business applications. For this reason, in this study the Framework will be developed to help SMEs in conducting requirements (requirements analysis), and further help focusing the E-Business implementation strategy in areas that have been identified from the Phase Requirement Analysis. The proposed research is intended to develop a requirement analysis methodology in the implementation of e-business in SMEs. The study will be carried out using the case study approach. Case Study will be carried out on two SMEs. Data collection in Case Study will be carried out through interviews, observations and FGD (Focus Group Discussions). Studies that focus on SMEs have begun for several years with several different focus studies such as being observed on the research roadmap. This research will involve two other additional researchers from FTI and 3 (three) students from the Doctoral Program and Master of Engineering and Industrial Management. The results of this study will be published in 1 (one) international journal and 1 (one) international conference. The technical report will be given to the Ministry of Industry of the Republic of Indonesia to be broader distributed to the company's practitioners and associations and used in developing government policies. The results of this study are expected to be useful for the community of researchers in the field of e-business adoption and small and medium enterprises, especially in the manufacturing sector.
