Partial regional management has been proven to be not able to provide optimal results. Before 2014, the arrangement of the management of forest areas was carried out by the Ministry of Environment (KLH) and the Ministry of Forestry (Kemenhut) separately. One of the consequences for the management of forest areas is partially, there are differences in perceptions between KLH and the Ministry of Forestry relating to the definition of forest areas. This can be seen from the difference between the area of forest according to KLH and the Ministry of Forestry (Geospatial Information Agency, 2017). The other consequences are the management of forest areas cannot be carried out intensively, resulting in conflict, both horizontal and vertical conflicts between government and / or community institutions. Differences in perceptions of forest and cultivation areas are hampered by the overlapping of the jurisdiction of the government manager's government institution, both vertically and horizontally. Regional boundary disputes between Kediri and Blitar (Faizal, 2016), land conflicts in Mesuji Regency (Saroso, 2014), and other conflicts related to mastery and utilization of natural resources occur due to the absence of intensive coordination between institutions the. In addition to increasing horizontal and vertical conflicts, the management of forest and cultivation areas that have been implemented today have a direct impact on community welfare. Forest conservation activities resulted in access to natural resources dropped dramatically thus increasing the poverty rate of the community living in the forest and surrounding areas and encouraging illegal logging. On the other hand, forest destruction results in the carrying capacity of the environment dropped dramatically, which ultimately increases the poverty rate of society due to disasters and the low carrying capacity of the environment. In order to solve these problems, this study was carried out with the aim of developing a policy model, governance of the forest and cultivation areas in an integrated and sustainable manner.
